Moving a restroom, relocating a kitchen line, or repositioning HVAC equipment all sound like simple layout decisions until the existing routing is confirmed, at which point the cost and feasibility of that move becomes clear.
This is especially relevant in commercial buildings where systems were sized and routed for a previous use. A space that operated as a retail store and is being converted toward food service, for example, has fundamentally different systems demands than the layout was originally built to support. The existing electrical service may not carry the load a new kitchen requires. The plumbing may not reach where a new grease trap or floor drain needs to sit. Neither of those gaps shows up on a rendering they show up once someone traces the actual routing against the proposed plan.
None of this can be diagnosed before an inspection confirms actual conditions, which is exactly why a layout finalized before that confirmation carries more risk than one built around it.
